The auto glass industry in Illinois is breathing a temporary sigh of relief as the state’s Motor Vehicle Glass Act will no longer be considered during this legislative session.

Representative Thaddeus Jones introduced HB 4373 on Jan. 12. It passed through the Illinois House, landed in the Senate Insurance Committee, and got as far as a second reading before the committee stalled the bill by referring it back to assignments.

The Illinois Motor Vehicle Glass Act contains language inspired by the National Council of Insurance Legislators’ (NCOIL) model glass act. It requires auto glass companies to obtain a claim number before officially accepting a job.

The Illinois Motor Vehicle Glass Act has been stalled and cannot be reviewed again until the next legislative session.

Though the committee passed the bill to a second reading, the chair promised it would be amended to address potentially harmful provisions, such as the claim-number stipulation. The committee set a deadline to designate a third-reading date by May 31, but it did not meet the deadline.

Instead, the committee referred the bill back to the Assignments Committee on June 1, citing a Senate rule addressing bills that “have failed to meet the applicable deadline.” The referral means the bill is no longer eligible for consideration during the current legislative session.
