Auto Glass Safety Council (AGSC) president Jacques Navant attended the National Council of Insurance Legislators’ (NCOIL) spring meeting to learn the “why” behind its policies and position AGSC as the resource on proper auto glass installation practices.

The meeting was held April 16-19 in Louisville, Kentucky. Navant described the experience as “eye-opening.”

NCOIL president, Senator Paul Utke (Minnesota), spoke at the NCOIL gathering in Louisville, Kentucky.

“I now have a better understanding of how NCOIL operates and its priorities,” he says. “It helped me better understand some of the challenges we all have in dealing with ‘bad actors’ in the industry.”

“It was great to gain a new perspective,” Navant adds.

NCOIL developed a model “Motor Vehicle Glass Act” in early 2025, which has since been introduced in several state legislatures. NCOIL designed the model act to help curb fraud. At least one provision, which requires shops to obtain a claim number before accepting a job, could hurt small or independent auto glass companies.

Navant says it’s important for AGSC to build a relationship with NCOIL to help open a dialogue on future legislation.

“We need to be able to understand other viewpoints to grow as an industry,” Navant says. “That doesn’t mean we have to agree with them. It may be tough for some to hear, but, fostering relationships with organizations like NCOIL will help AGSC make the auto glass industry better for everyone.”
